Selection results
In the framework of its IGLYO Grants Programme, or “Financial Support to Third Parties”, as funded by the CERV Programme 2021-2027 of the European Commission, IGLYO will award 3 grants to 3 Member Organisations for the year 2024.
The 3 projects awarded with a grant will need to fall into one of 3 thematic streams:
- Contributing to more inclusive education systems;
- Counteracting the anti-gender movement;
- Strengthening accessibility.
The selection process for the projects to be funded through this Grant Programme is organised in two stages. Here are the results.
First Round Results
In the first round of applications, which took place between 12 February 2024 and 17 March 2024, Member Organisations submitted concept proposals using the form provided by IGLYO as part of the call.
As part of the first round of applications, IGLYO received 23 eligible applications:
- 12 under Stream 1
- 4 under Stream 2
- 7 under Stream 3
Between 17 and 25 March 2024, the applications under each stream were assessed by a panel of experts within IGLYO Staff.

Each member of the panel assessed each proposal according to the evaluation criteria mentioned in the Call for Proposals, namely:
- Quality of the proposal: is the concept note submitted in line with the instructions given in the application pack? Is the concept note logical, clear and complete?
- Relevance of the proposal for the stream chosen: is the project in line with the objectives and expected results of the stream?
- Impact at the local and/or national level: what is the potential impact of the project proposed on the community, membership and target audience of the member organisation?
- Benefit for the NGO: how much will the grantee benefit, in the short, medium and long term, from participating in the programme?
- Feasibility of the project: is it realistic to implement the project proposed within seven months and with a budget of €10,000?
- Grassroots character: if the project targets a specific group, are people of that group involved in the organisation and in the design and implementation of the project?
- Intersectionality and anti-racist approach: does the organisation and/or the project take an intersectional perspective? In particular, does the organisation work with and for BIPOC people? Does the project address racial discrimination along with LGBTQI+ issues?
- Proximity to call target audience: we want to prioritise grassroots organisations which are new, volunteer-based, and do not have easy access to funding.
In line with the procedure described in the Call for Proposals, the assessment panel invited two organisations per stream to submit a more elaborate proposal for round 2 of the selection procedure.
These organisations are:

- Asociatia Pride (Romania)
Stream 2
- Trans Network Balkan (Croatia)
- Transfeminiinit ry (Finland)
Stream 3
- Trans*parent & QTY CZ (Czechia)
- Identity.Education (Romania)
About the Second Step
In the second stage of the selection process, these six organisations shall submit a more elaborate proposal. The proposal shall include a project plan, a list of deliverables (with numeric benchmarks) and a provisional budget. To do so, organisations must complete and send back a project proposal and provisional budget using the mandatory template provided by IGLYO. The deadline to do so is 11 April 2024 at 23:59 CET. The selected organisations were provided with a call document, a template for the project proposal and provisional budget, and an example of a filled out template.
The round 2 of the application process is open only to the 6 pre-selected organisations listed above. For this reason, the call document for round 2 of the IGLYO Grants Programme was not made public.
All organisations who were not shortlisted for round 2 of the selection process received a personalised feedback.
According to the terms and conditions of the IGLYO Grants Programme 2024, applicants will be entitled to feedback relating to their evaluation both in the cases of successful applications and for unsuccessful applications. Should an applicant feel we have assessed their application unfairly they can submit an appeal to the IGLYO Board. The IGLYO Board represents the membership and will review the application process, giving a report back to the applicants within 3 weeks of receipt of the complaint.
Second step Results
The round 2 of the application process involved the same selection panel as round 1, but this time all four members of the panel assessed all thematic streams (6 candidates in total). The final selection of the grantees was based on both application rounds.
All members of the selection panel read the project proposal sent for round 1 and assessed it according to the evaluation criteria explained above (if they had not assessed it yet).
Furthermore, the selection panel assessed the project plan and budget submitted in round 2 of the application process according to the following 4 criteria.
Quality of the proposal
- Are the project proposal and budget coherent?
- Is the project proposal in line with the concept sent in round 1?
Feasibility of the project
- Are the project plan and deliverables realistic?
- Is the budget submitted adequate for the activities planned?
On 17 April the panel met to finalise the selection of grantees, with the following results:
